“I want to do squats and leg exercises along with cardio to tone my legs/calves, but I'm afraid that I will build muscle and bulk up my legs even more. I heard that muscles doesn't build until the all the fat is burned, is that true? What should I do?”

You will build muscle, because toning is basically just building muscle, lol. Your legs aren’t going to bulk up crazily but I remember seeing a post that said something about when you start building muscle and lose weight at the same time, wherever you’re building muscle at might seem bigger but that’s because you haven’t lost that fat that’s already there just yet. No, that’s a lie, you’re body can build muscle no matter what.
